The PC should have a Nvidia GPU (1050 or better) or Intel QuickSync graphics in the CPU (8th Gen CPU or newer). If you need to transcode 4K HDR media or multiple 1080p streams, consider using the NAS for storage and running Plex Media Server on a PC running Windows or Linux. The Celeron CPUs simply are not strong enough. Subtitle burning uses the CPU, even if using hardware accelerated transcoding. They will fail miserably if subtitle burning is required when transcoding. They will struggle to transcode and tonemap 4K HDR Blu-ray rips.
Synology with Intel Celeron CPUs support hardware accelerated transcoding.
Direct playing media or transcoding only audio will work fine. Synology with ARM or AMD CPUs do not support hardware accelerated transcoding with Plex (no GPU).
